Monday's Public Hearing for Transit Village Project Canceled
The project's developer, Legacy Partners, is considering options to the city's below-market-rate housing ordinance.
The San Carlos Planning Commission will not hold a public hearing for the San Carlos Transit Village Project on Monday, July 29 as previously announced.
According to the city’s project planner, Colette Meunier, the hearing has been deferred until further notice to allow the developer, Legacy Partners Residential LLC, Inc., to consider options for complying with the city’s below-market-rate housing ordinance.
Legacy is expected to ask for a waiver, adjustment or reduction to the below-market-rate housing program, and this action must go before the San Carlos City Council before the Planning Commission hold a public hearing.

The city’s below-market-rate housing ordinance allows the developer to pay an affordable housing impact fee, provide 15 percent of total units at below market rents, or a combination of both.
Current Transit Village plans call for 281 housing units, office space and retail space, on a 10.53-acre strip of land adjacent to the Caltrain tracks near downtown San Carlos. Under the ordinance, 42 of those housing units would be required to be offered at below-market rates.

This is the second cancellation of the public hearing on this project. A date has not yet been set for the San Carlos City Council to address this issue.
