I've never understood that either & why are some people arrested and others cited and released for such things as shop lifting?

Cited and released. Missed court appearances. This is why there is so much crime. Whenever, I look at the supposedly "most wanted", most of them have missed their court appearance or for commiting another crime while on parole. There isn't any deterrents anymore. No one is fearful of what could happen to their sorry lives when they rob, steal, murder, drive while intoxicated, etc. Mainly, because not much does happen to them. The prisons wouldn't be overcrowded if there were stronger deterrents. But then the bleeding hearts people would be up in arms. To hell with victims and save the criminals. That is what are so called "justice" system is all about.
