Accomplice in SC Stolen Mail Scheme Pleads Out

The defendant is one of the friends who received stolen credit cards from Romeo Maniulit Natan, the postal worker accused of stealing mail from San Carlos residences in December.

 A fourth man pleaded no contest this morning in connection with a mail theft and credit card scheme led by a San Bruno mail carrier, according to prosecutors.

Marlo Tubig Lacsamana, 41, pleaded no contest today to three felony counts of burglary, identity theft and possession of stolen property, and will be sentenced on April 26, according to San Mateo County District Attorney Steve Wagstaffe.

Lacsamana is the fourth person to reach a plea agreement in connection with the credit card fraud scheme.

The scheme was discovered after a suspect caught using a stolen credit card implicated Romeo Maniulit Natan, a 38-year-old San Bruno resident and mail carrier, as the card's source.

Investigators found that Natan was stealing cards and giving them to several friends, who used them to make fraudulent purchases. Most of the
cards were stolen in San Carlos.

Wagstaffe said Natan was caught on camera using stolen credit cards twice at a Target in Colma and a search of his home and vehicle uncovered more than 3,000 pieces of undelivered mail.

Natan pleaded no contest on Jan. 17 to one count of felony identity theft, one count of felony commercial burglary and one count of felony credit card fraud. The other counts were dismissed, but can be considered for purposes of sentencing, Wagstaffe said.

Natan was scheduled to return to court this morning but sentencing was postponed to April 26th due to his attorney's illness, Wagstaffe said. He
remains in custody in lieu of $150,000 bail.

Accomplice Edgar Guinto pleaded no contest on Dec. 28, 2012, to felony charges of burglary and identity theft, and was sentenced on Dec. 31 to three years supervised probation and nine months county jail.

Another accomplice, Joel Pineda Lugtu, pleaded no contest on Thursday to felony identity theft and credit card fraud charges. He is scheduled to be sentenced on April 4, Wagstaffe said.

Lacsamana, Natan and Lugtu remain in custody in lieu of $150,000
bail and Guinto in lieu of $100,000 bail.
