In campaigning through out our City of San Carlos, I have been asked several times: What does the City Treasurer do? The following is an overview of the Treasurers duties.
The City Treasurer has overall responsibility for the receipt, custody and management of funds, investment of funds and deposit of funds in accordance with the procedures set forth in the Government Code Section # 53630 and the City of San Carlos Investment Policy. The Treasurer reviews and approves, Investment Reports, Investment policy and approves all checks before they are issued.
In these complex financial times it is critical for the Treasurer to focus on the Protection of City Financial Assets, Maximizing Investment Returns, and Reducing City Operating Expenses.
RECOMMENDED CHANGES
Review of city operating expenses and Investment returns.
Put banking services out for bid. Present bank fees need to be shopped competitively.
Elected Treasurer should be appointed, decision to be made by voters when Treasurers term expires. It is critical the City Treasurer be qualified from a standpoint of today’s financial complexities. Knowledge in the following responsible areas are needed:
- Fiscal Responsibilities
- Banking Services
- Investment Vehicles
- Pension Reform
- Business Management Experience (Retail/Corporate)
- Economic Development
Subject to San Carlos Voter approval, I will transition the Treasurers position from elected to appointed .
